Hyperia City is the first Lorcana set that takes place in a city. Hyperia City focuses on a single mechanic. An ink drop is a counter that works as one-time ink: each one is worth 1 ink, and once you spend it, it is removed from the game. You can use it the same turn you make it, and every ink color can create ink drops, not just Sapphire. Some cards also get stronger while you have ink drops banked.

What a full booster box is good for

Ink drops work best in a deck with several cards that make them and several that spend them, and those combinations are far easier to assemble from 24 packs than from singles. The box is also a good batch for sealed or opening with friends, and a starting point for collectors chasing the 204 main-set cards.
